The Housing Health and Safety Rating System (HHSRS) was introduced in light of the Housing Act 2004 and is the UK Government’s approach to evaluating the potential risks to health and safety from any deficiencies identified in dwellings. “A dwelling, including the structure and associated outbuildings and garden, yard and/or other amenity space, should provide a safe and healthy environment for any potential occupier or visitor”. (Office of the Deputy Prime Minister HHSRS Operating Guidance, February 2006)

The Housing Health and Safety Rating System (HHSRS) provides a systematic and evidence-based approach to assessing the condition of a property, enabling local authority officers to identify and prioritise hazards effectively.
